Consultant for National AI Ethics Framework – Mauritania

About the role

ESCWA is seeking an experienced consultant to lead the development of a national AI ethics framework for Mauritania. The consultant will produce a comprehensive set of deliverables, ensuring they meet UN‑ESCWA standards and are delivered in Arabic.

Key responsibilities

• Prepare a Service Diagnostic report summarising key findings and stakeholder inputs.
• Draft an annotated outline and a preliminary AI code of ethics framework.
• Deliver the final AI ethics framework, presentation slides, and a concise summary brief.
• Provide an implementation advisory report with actionable recommendations.
• Ensure all documents are formatted in MS‑Word, include an auto‑updated table of contents, and meet the required length and citation standards.
• Conduct plagiarism checks and guarantee that quoted material does not exceed 20% of the total pages.
• Maintain confidentiality and transfer full ownership of the outputs to ESCWA.

Required profile

• Proven expertise in AI ethics, policy development, and framework design.
• Strong research and analytical skills with experience producing high‑quality reports.
• Fluency in Arabic for drafting and final delivery.
• Familiarity with UN or international organization standards and deliverable procedures.
