Workplace Integrity and Gender Mainstreaming Expert – CDR

About the role

The UNDP seeks a Workplace Integrity and Gender Mainstreaming Expert to support the Council for Development and Reconstruction (CDR) in Beirut. The expert will design institutional policies on whistleblowing, workplace conduct, discrimination, harassment, and gender equality, aligning them with Lebanese law and CDR’s reform roadmap.

Key responsibilities

• Identify applicable Lebanese legal provisions on whistleblower protection, equality, non‑discrimination, and sexual harassment, citing specific articles and dates.
• Review existing safeguarding and reporting mechanisms within donor‑funded projects and map coverage gaps for all staff categories, contractors, and project personnel.
• Draft a comprehensive Whistleblower Policy, including a confidential reporting channel, non‑retaliation commitments, investigation protocols, and annual awareness reminders.
• Draft a Workplace Conduct Policy covering discrimination, harassment, and sexual harassment, with clear reporting routes, investigation procedures, sanctions, and protection for complainants and witnesses.
• Develop employee protection provisions linked to both policies, ensuring confidentiality, protection against secondary retaliation, and handling of bad‑faith reports.
• Establish a gender‑mainstreaming framework with entry points across recruitment, promotion, staff development, and monitoring.
