People & Culture Manager (P-4) – Fixed Term – Beirut

About the role

The People & Culture Manager is a strategic member of UNICEF Lebanon’s Country Management Team. Reporting to senior leadership, the role drives the People & Culture agenda, ensuring the organization attracts, develops and retains a high‑performing workforce while fostering staff wellbeing, resilience and an inclusive culture in a complex humanitarian environment.

Key responsibilities

• Provide strategic HR partnership to anticipate and address people‑related needs aligned with UNICEF’s objectives.
• Lead workforce planning, talent management, succession planning and organizational change initiatives.
• Oversee emergency preparedness, duty of care and staff safety measures.
• Develop and implement policies that promote staff wellbeing, diversity, equity and inclusion.
• Support performance management, learning and development programmes.
• Collaborate with senior management to align HR strategies with operational priorities.

Required profile

• Advanced university degree in Human Resources, Business Administration or related field.
• Significant experience in senior HR roles within international NGOs or similar complex settings.
• Proven ability to lead change, manage talent and foster an inclusive workplace.
• Strong understanding of humanitarian contexts and staff protection standards.
