People & Culture Manager

About the role

The International Rescue Committee is seeking a People & Culture Manager to lead HR operations across the employee lifecycle. Reporting to the People & Culture Coordinator, you will ensure compliance with policies and local labor laws while supporting a mission‑driven workforce.

Key responsibilities

• Oversee implementation of HR processes including onboarding, contract management, leave tracking and exits.
• Maintain physical and digital HR files, ensuring they are audit‑ready at all times.
• Coordinate payroll inputs with relevant departments and monitor timely submission.
• Standardize HR practices across all locations and ensure compliance with legal, governmental and donor reporting requirements.
• Coach, train and mentor HR staff, set performance objectives and conduct semi‑annual reviews.
• Manage employee relations disputes, complaints and conflicts, acting as an escalation point for complex cases.
• Strengthen HR systems, support staff care, safeguarding initiatives and learning & development programs.

Required profile

• Proven experience overseeing HR operations and employee lifecycle management.
• Strong knowledge of local labor laws and HR compliance requirements.
• Demonstrated ability to lead, coach and develop HR teams.
• Excellent communication and conflict‑resolution skills.
