National Data Adviser – Ministry of Social Affairs (Beirut)

About the role

NORCAP is seeking a National Data Adviser to support the Ministry of Social Affairs in Lebanon. The role focuses on improving data quality, reliability and usability of key datasets that underpin emergency response and social protection programmes.

Key responsibilities

• Engage with MoSA leadership and technical teams to define data priorities and work plans.
• Assess existing datasets, tools and analytical products to identify quality issues, duplication and operational risks.
• Clean, validate, reconcile and maintain priority datasets, especially those related to displacement, beneficiaries and payments.
• Design and implement data‑cleaning, validation and deduplication approaches, including scripting where appropriate.
• Develop dashboards, analytical tools and decision‑ready outputs to support programme planning and implementation.
• Produce documentation that ensures continuity of data processes beyond the assignment.

Required profile

• Technical background in data management and analysis.
• Experience working with large‑scale social or humanitarian datasets.
• Ability to collaborate with government stakeholders and translate data findings into actionable recommendations.
