National Consultant – Crisis Management

About the role

The United Nations Development Programme (UNDP) seeks a national consultant to strengthen the institutional preparedness and operational capacity of the National Commission for the Missing and Forcibly Disappeared (NCMFD) in Lebanon. The consultant will assess current emergency response mechanisms, design a dedicated Crisis Management Cell, and ensure effective information management for newly reported missing persons during emergencies.

Key responsibilities

• Conduct an institutional assessment of the Commission’s emergency preparedness capacities and perform a gap analysis.
• Design the institutional and governance framework for an Emergency Coordination and Crisis Management Cell, including activation criteria, roles, and decision‑making processes.
• Develop standard operating procedures, emergency activation protocols, and information‑management tools for missing‑persons cases, integrating them with existing systems.
• Establish coordination and liaison mechanisms with national authorities and humanitarian partners within Lebanon’s emergency response architecture.
• Facilitate stakeholder consultations, validation workshops, and capacity‑development activities, including tabletop simulation exercises and training material preparation.

Required profile

• National consultant with proven experience in crisis management, emergency coordination, and institutional assessments.
• Familiarity with humanitarian principles, human‑rights standards, and Lebanese Law 105/2018 on missing persons.
• Demonstrated ability to develop capacity‑development plans and training resources for emergency response teams.

Required skills

• Design of operational frameworks and SOPs for emergency response.
• Information management and database design for case management.
• Stakeholder mapping and coordination with national authorities and humanitarian partners.
