About the role
The Humanitarian Affairs Officer (Risk Management and Compliance) supports OCHA’s Crisis Response Division in Beirut, overseeing risk and compliance for Country-Based Humanitarian Pooled Funds. Reporting to the Head of Humanitarian Finance Section, the role contributes to effective, principled humanitarian action.
Key responsibilities
- Monitor, analyse and report on humanitarian developments and emergencies that may affect the Humanitarian Financing Unit.
- Organise studies on humanitarian and emergency relief issues and manage follow‑up work related to audits and evaluations of pooled funds.
- Maintain contacts with UN agencies, NGOs and other stakeholders to detect compliance issues early and verify control mechanisms.
- Provide risk‑management and compliance training for implementing partners.
- Prepare written reports, policy briefs, background papers, case studies and presentations on risk management and compliance.
- Serve as the primary focal point for monitoring risk and compliance of the HFU, staying abreast of developments and liaising with humanitarian organisations.
Required profile
- Relevant experience in humanitarian financing, risk management or compliance, preferably within UN or international NGOs.
- Ability to supervise staff and coordinate with multiple stakeholders.
- Strong analytical and reporting skills.
