Global Security Coordinator – Lebanon or Tunisia

About the role

HiiL, an organisation dedicated to making justice accessible, affordable and understandable, is looking for a Security Coordinator to oversee institutional safety, risk management and security protocols across its global initiatives. The post is based in the Shared Services unit in The Hague but covers country offices in Lebanon and Tunisia, and involves duty travel to country teams and project locations. It is a full-time position (40 hours per week) under sub-grant contracting, initially for 12 months with the possibility of extension.

Key responsibilities

• Lead the development and periodic review of Country-Specific Security Plans, advising Project Managers and Management on staff safety and coordinating Local Security Focal Points.
• Maintain, review and update the Travel and Security Policy in line with organisational developments, international best practice and evolving risks.
• Conduct security risk assessments for travel to orange- and red-coded destinations, give evidence-based advice and coordinate travel approvals with Directors and the COO.
• Deliver security briefings and debriefings, monitor global and local security developments and advise staff and management.
• Coordinate security awareness training and Hostile Environment Awareness Training (HEAT), keeping training records with HR.
• Maintain the operational readiness of the Crisis Management Team, act as a Silver member during activations and support executive leadership in emergencies.
• Assess and follow up on security incidents, ensure accurate reporting and turn lessons learned into preventive measures.
• Collaborate with IT on travel-related digital security and advise staff on information security and data protection.
• Coordinate with Finance to review travel insurance coverage and identify gaps.
• Build security networks with local focal points, peer NGOs and external partners, and promote a proactive, people-centred security culture.

Required profile

• Bachelor's or Master's degree in Security Management, International Relations or a related field.
• 8+ years of experience in security management, coordination and operational risk assessment.
• Sound security judgement, strong contextual awareness and the ability to turn complex risks into practical, proportionate measures.
• Preferred: experience in non-governmental or international organisations operating in complex environments.
• Fluent English and French, oral and written; Arabic as a second language is an advantage.
• Able to undertake duty travel to country-based teams and project locations.
• Legally authorised to work in Lebanon or Tunisia or another country where HiiL has an office, with no significant restrictions on international travel.
