Financial Management and Internal Audit Expert

About the role

The United Nations Development Programme (UNDP) is seeking a Financial Management and Internal Audit Expert to support the Council for Development and Reconstruction (CDR) in implementing Stage 1 reforms. The three‑month consultancy will focus on establishing an interim internal audit function, aligning the Financial Management System with the Internal Financial Regulation, and assessing the Funding Evaluation Department.

Key responsibilities

• Assess the current control environment against Circular No. 5/2025, Law No. 244/2021 and Global Internal Audit Standards, and identify gaps.
• Draft an Internal Audit Charter and Audit Committee charter, defining mandate, reporting lines, and procedural rules.
• Review the Internal Financial Regulation and existing financial procedures, facilitate workshops to update responsibilities and reporting lines, and produce an updated Financial Management System Manual.
• Conduct a detailed assessment of the Funding Evaluation Department and propose measures for its re‑activation.

Required profile

• Proven experience in financial management and internal audit within public sector or development contexts.
• Strong knowledge of Lebanese public finance regulations, internal audit standards (IIA) and financial management systems.

Required skills

• Application of Global Internal Audit Standards (Institute of Internal Auditors).
• Design and revision of Financial Management System manuals and audit charters.
