Consultant for Holistic Care Model Assessment & Capacity Building

About the role

The ABAAD Resource Center for Gender Equality is seeking an external consultant or team to lead the Lebanon‑specific component of a BMZ‑funded project. The assignment will assess, document, pilot and disseminate a multidisciplinary Holistic Care Model that integrates services for violence against women (VAW) and violence against children (VAC) across two ABAAD model centres and five Ministry‑linked Social Development Centres.

Key responsibilities

• Conduct a comprehensive assessment of existing VAW and VAC services in seven centres across Lebanon.
• Document current practices, gaps and best‑practice procedures, producing detailed reports and SOP recommendations.
• Design and pilot the Holistic Care Model, coordinating with centre staff, Ministry officials and partner organisations.
• Develop capacity‑building materials and deliver training workshops for social workers and service providers.
• Facilitate knowledge sharing and dissemination of findings through workshops, policy briefs and stakeholder meetings.

Required profile

• Advanced degree in public health, social work, gender studies or a related field.
• Minimum 5 years experience in GBV programming, multi‑sectoral service integration or humanitarian project implementation.
• Proven experience conducting assessments, producing technical documentation and leading capacity‑building initiatives.
• Strong understanding of the Lebanese GBV context and familiarity with Ministry of Social Affairs structures.
