Consultant for Evaluation of Subprogramme 4 – Statistics & ICT

About the role

The Economic and Social Commission for Western Asia (ESCWA) seeks an experienced consultant to lead the evaluation of Subprogramme 4 – Statistics, the Information Society and Technology (2020‑2025). The assignment is remote and lasts for five months, focusing on delivering high‑quality evaluation reports and actionable recommendations.

Key responsibilities

• Prepare an Inception Report (max 10 pages) outlining desk review findings, evaluation methodology, sampling strategy, workplan, and quality‑assurance mechanisms.
• Conduct data collection, field missions, and hold a debriefing meeting to present preliminary findings.
• Produce a Draft Evaluation Report (max 40 pages) with evidence‑based analysis, an executive summary, and forward‑looking recommendations.
• Incorporate feedback from ESCWA’s SPARK Section and programme team to finalize the Evaluation Report.
• Ensure integration of human rights, disability inclusion, gender equality, and environmental considerations throughout the evaluation.

Required profile

• Proven experience in programme evaluation, preferably in statistics, ICT, or related sectors.
• Strong understanding of human rights, gender equality, and environmental issues in evaluation contexts.
• Excellent written communication skills for producing concise, user‑friendly reports.
• Ability to work independently and meet tight deadlines.
