Consultancy on Social Expenditure Monitor and Fiscal Policy

About the role

The Economic and Social Commission for Western Asia (ESCWA) seeks a consultant to support its Social Expenditure Monitor (SEM) and fiscal policy work. The role involves delivering research, analytical products and technical assistance to member states, helping them improve public finance management and social spending efficiency.

Key responsibilities

• Conduct research and produce analytical, statistical and knowledge products on SEM and fiscal policy issues.
• Map and update national budget line data on public social expenditure for selected Arab countries, including classification of food‑systems‑related expenditures.
• Compile and maintain macro‑economic and public‑finance databases, performing quantitative analysis.
• Develop data visualisations, user manuals and training materials to support technical assistance.
• Provide technical assistance to national teams on debt and fiscal‑policy tools and portals.
• Contribute to capacity‑development workshops, regional consultations and meetings on social expenditure monitoring and fiscal policy.

Required profile

• Demonstrated expertise in public finance, social expenditure monitoring and fiscal policy analysis.
• Experience working with macro‑economic and public‑finance data, preferably in Arab‑region contexts.
• Strong analytical and research skills with the ability to produce high‑quality technical reports.
• Excellent written communication in English.
