Consultancy Engineer – Health Facility Rehabilitation

About the role

The International Rescue Committee is seeking a Consultancy Engineer to lead the rehabilitation of conflict‑affected primary health care centres in Lebanon. The consultant will assess damage, develop detailed rehabilitation designs and supervise works to restore safe, functional health facilities.

Key responsibilities

• Conduct site visits to health facilities in Aley, Baabda, Machghara and Rachaya and document damage.
• Evaluate structural, electrical, plumbing, sanitation and accessibility components and identify urgent safety issues.
• Prepare technical reports, photographs and observations for each site.
• Develop rehabilitation recommendations, technical drawings, sketches and detailed Bills of Quantities for works such as plumbing, tiling, electrical installations and glass work.
• Define implementation priorities, phased approach and ensure compliance with engineering standards and safety requirements.
• Provide technical supervision during implementation to guarantee quality and timely completion.

Required profile

• Relevant engineering degree (civil, mechanical, electrical or related).
• Proven experience in assessing and rehabilitating health or public infrastructure in post‑conflict or emergency settings.
• Ability to produce clear technical documentation and drawings.
• Strong knowledge of local building codes and safety standards.
