HCFC Phase‑Out Management Plan Consultant – Stage III (Iraq & Kuwait)

About the role

The United Nations Environment Programme (UNEP) is seeking an experienced consultant to develop the HCFC Phase‑Out Management Plan (HPMP) Stage III for Iraq and Kuwait. The consultant will produce two comprehensive, country‑specific HPMP documents that align with Montreal Protocol obligations and support the transition to low‑GWP, energy‑efficient cooling solutions.

Key responsibilities

• Prepare overarching HCFC phase‑out strategies for Iraq and Kuwait, tailored to national circumstances.
• Develop policy recommendations to strengthen regulatory enforcement, improve refrigerant management, and promote ozone‑friendly technologies.
• Facilitate and document stakeholder consultation meetings in both countries.
• Provide guidance on data collection and verification, including templates and methodologies.
• Design technical interventions for priority sectors, especially the RAC servicing sector.
• Create implementation roadmaps with timelines, responsibilities, cost estimates, and funding needs.
• Deliver complete draft and final HPMP Stage III documents compliant with Multilateral Fund Secretariat requirements.

Required profile

• Proven experience in developing HCFC phase‑out or similar environmental management plans.
• Familiarity with Montreal Protocol obligations and ozone‑layer protection policies.
• Ability to work with national counterparts and facilitate multi‑stakeholder consultations.
• Strong analytical skills for data collection, verification, and cost estimation.

Required skills

• Technical knowledge of low‑GWP refrigerants and energy‑efficient cooling technologies.
• Experience drafting policy documents and implementation roadmaps.
